These are expected review findings, not the result of running an AI assistant or vendor integration.

1. MAT-A next_action: missing required value under R1, source M1.

2. MAT-B status_code: invalid ZZ under R2, source M2; required next_action also absent for MAT-B.

3. MAT-A status_code: A and B individually allowed but conflicting repeated field values M4/M5; keep conflict for Owner-A.

4. MAT-C special_reference meets special rule R3. Do not apply general next_action/status_code rules to it.

5. Missing optional_note is not an exception.
