SYNTHETIC ACCEPTANCE FIXTURE

Mathematical fixture only:
Source page A and target page B use the same test model and vectors [1,0] and [1,0], so cosine similarity is 1.
Both are synthetic public pages for one jurisdiction.
An existing contextual A-to-B link is already recorded.
Second candidate C has vector [1,0,0], a different dimension.

EXPECTED RESULT
Exclude A-to-B because the contextual link already exists. Quarantine C because its vector dimensions do not match. High similarity alone does not justify a link.

This is a test specification, not output from a tested integration.
